Improving SCADA Security for Remote Pump Stations

The Growing Cyber Threat to Utilities

Municipal water and wastewater systems are designated as critical infrastructure. As facilities upgrade their operational technology (OT) to include smart sensors, remote telemetry, and cloud-connected SCADA systems, the attack surface for cyber threats expands significantly.

Recent high-profile incidents have demonstrated that malicious actors are actively targeting water utilities, attempting to manipulate chemical dosing, disable pump stations, or hold systems for ransom.

Fortifying SCADA Infrastructure

Securing remote pump stations requires a defense-in-depth approach. First, facilities must strictly separate their corporate IT networks from their operational OT networks using industrial firewalls and a DMZ (Demilitarized Zone).

Second, legacy clear-text communication protocols must be replaced with encrypted VPN tunnels for all remote telemetry. Implementing multi-factor authentication (MFA) for operator access and maintaining rigorous patch management for all programmable logic controllers (PLCs) are non-negotiable standards. By treating cybersecurity with the same priority as physical security, municipalities can protect public health and maintain uninterrupted service.
